Early Retirement Benefits Studies

Would direct the Legislative Budget and Finance Committee to conduct a study on the viability of an early retirement proposal for both SERS and PSERS. The analysis must include: (1) the potential cost savings if the early retirement option was offered in one-, five-, and ten-year increments; (2) value in providing employment to younger workers; (3) potential impacts on operations including staffing, experience, and critical skills at state agencies and school districts; and (4) impacts on budget and staffing from past early retirement options presented by the Commonwealth. The study would be presented to the House State Government Committee in September 2021.
