Membership Provisions Normal Retirement Benefits

Amends Title 24 (Education) to remove the Pennsylvania School Boards Association (PSBA) as a qualified PSERS employer. New employees hired by this organization after the effective date of the act would no longer be PSERS members. States that the association shall not be considered a nonparticipating employer under current statute.
