Early Retirement Benefits Early Retirement Windows Studies

Would direct the Legislative Budget and Finance Committee to conduct a study on the viability of an early retirement proposal for both SERS and PSERS. The analysis must include: (1) the potential cost savings if the early retirement option was offered in one-, five-, and ten-year increments; (2) value in providing employment to younger workers; (3) potential impacts on operations including staffing, experience, and critical skills at state agencies and school districts; and (4) impacts on budget and staffing from past early retirement options presented by the Commonwealth. The study would be presented to the House State Government Committee one year after the adoption of the resolution.
