Corporate Tax Base Erosion: Analysis of Policy Options

The analysis briefly examines corporate income tax trends in the United States, Pennsylvania and other states to determine the extent of possible base erosion. Certain types of base erosion can be addressed by states while others are not amenable to state action. The report also includes a summary of combined reporting and addback estimates issued by other states. The report concludes with the results of a new statistical analysis performed by the IFO to determine which corporate tax policies have a statistically significant impact on corporate tax revenues. The report uses the results from the survey of state estimates, existing research and statistical analysis to provide a potential revenue impact range for certain policies.
