The purpose of this analysis is to provide policymakers with an objective projection of toll revenues. These projections may assist them in their deliberations of potential policy changes that may be necessary to ensure that adequate funds are available to meet the Commonwealth’s future transit, road and bridge needs.

This report presents the economic and demographic forecasts used, discusses previous research on toll road usage, describes the methodology used by this analysis, presents projections of toll revenues across four scenarios, and concludes the analysis with a review of primary results. A technical appendix provides data on historical Turnpike toll revenues, toll rates and E-ZPass utilization rates.
